Tomathan the Peeter, Eddie the Angler, and Nibs the Amuser open a stolen leather bag on a secluded rooftop,discovering the Royal Seal of King George I and a glowing jar with a live fairy inside. As they react to their find, Grimes the Thief-taker arrives and interrogates them. Grimes throws Tomathan off the roof, but he floats, saved by the jarred fairy, Fedgehop, who tells Tomathan he is destined to become "The Pan" and lead the fairies to Neverland.
Meanwhile, Grimes makes a sinister deal with a royal doctor to investigate Tomathan's past, culminating in Tomathan being captured by an unknown assailant. Soon, they'll all face the horrors within Kensington Palace. Will those dark secrets keep Tomathan from his destiny?
